Planning to use CMJ to export/import data. is CMJ compatible if source and destination versions are running different versions of JIRA as below. Incsae if compatible, what version of CMJ should we use?
Source Version: JIRA server version of 8.13.1 - export data
Destination : JIRA data center version 8.20,6 - import data
By CMJ do you mean Configuration Manager for Jira?

at the bottom of the page they say:
Snapshot compatibility between Jira versions
Snapshots created on versions of Jira before Jira 6.3 will remove all members of the "Transition Issue" permission in permission schemes when deployed on Jira 6.3 and above.
Some Jira versions introduce new configuration objects and remove others so a snapshot taken on one version might not always work on another.
what will be the CMJ compatible version without loosing any data for the below versions. we do not want to upgrade jira on Source and would like to keep source at version 8.13.1 (server) and target ar 8.20.6 (data center)

You should probably contact CMJ support directly with that question.
I don't think this is a CMJ issue though. It is about the changes in Jira. CMJ is not providing a product designed to be able to support what you want to do. They can't possibly create a product that would accommodate the changes in Jira versions in such a way that they could guarantee no data loss when you tried to use it to move date between different Jira versions. They would have to test every combination of different Jira versions.

Snapshots created on versions of Jira before Jira 6.3 will remove transitions. How aboout snapshots created after JIRA 6.3 do we loose any data. Any idea about data loss exporting from version 8.13.1 to Data Center Jira of 8.20.6. In this case would we encounter any loss/issues?

I haven't used the product before so I have no information about data loss.
