CSV import comments with mention not triggering notification

I'm updating an existing task via CSV Import like below.

as you can see I want to mention these 2 users on the comments.
it did convert the code to the user-bubble thing on the comments,

but it doesn't trigger a notification to these 2 users like it normally would when you mention someone on a comment. 

anyone has a solution for this?

when you import the users - did they appear as mentioned users?

How did you mapped the comment field?

@Magdalena Zhisheva yes it did came out as mentioned users. I mapped the comment as the `comment body`

What do you do if the name appears but no email notification is received?  I reviewed the project's permission scheme and notification scheme and don't see anything wrong.
