I have a saved JQL filter that is used by our team. There is an 'IN' clause that has 20+ potential values. Based on their current circumstances, users only need a few of these for their current report. So I want to add a comment listing all of the potential values and allow them to insert the ones needed for that particular pull into the JQL. Something like:
--- Select values from the following list and insert them into the "LABELS IN ( )" parameter: sys123, sys432, sys8907, app4412, app9077, etc
Users would then have the accurate format of all their options and could insert what they need into the JQL. Everything after the "---" would be ignored.

You can add a Description to the filter. Not real sure where that will show up though or if the user will actually see it. There is no way to add a "comment" other than that.
Go to Details for the Filter and you can enter the Description there.
Thanks for the suggestions. I'll try a combination of these. Unfortunately, I don't think the users will get to the Description, which is where I'd have to put the semi-instructions.

If I am following you, there is no way to do that OOTB. It seems like you are wanting a dynamic filter which is really what the Advanced search is all about. What I would suggest is to create a "master filter" with all potential values, save and share it and then the specific users/teams can copy and edit to meet their needs.
