There's nothing to indicate that I could do it in cloud, but it seems to be possible in jira server: https://confluence.atlassian.com/adminjiraserver073/create-edit-or-remove-a-user-861253174.html
Maybe this will help others:
I have learned that actually, this was not what I needed(I'm trying to create an addon) - because this cannot be retrieved using the REST API.
What I actually have to use is the entity propeties, more details here: https://developer.atlassian.com/cloud/jira/platform/storing-data-without-a-database/
Hello,
You can add User Properties in Cloud. Go to User Management and choose the required user. Then select the Edit Jira Properties menu:
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

Hi Alexey,
I can not find 'Edit Jira Properties' in User Management now. Seems it was reworked for/because of User Privacy settings.
Is user properties UI still valid?
I can create issue custom field
"schema": {"custom": "com.atlassian.jira.toolkit:userproperty"}
I can show it against issue with Default Field = reporter:TeamLead
but can not find UI for previously set TeamLead field for user.
Could you point me where is it now?
Thank you.
