Can I assign the ticket for multiple teams in one transition?
the user want to select the teams that should be involved in the ticket by selecting value in a multi-select field (multi select is allowed) and according to the selected values the ticket will be assigned to the team

I'm not sure why you need to assign the ticket to multiple teams.
But if you really need this requirement to be achieved, include the transition screen in workflow and insert 3 multi-select user fields and create the issue.

if I use this approach when could the ticket be transitioned to the next status and by whom?
the reason behind this request is related to business case that requires input from other departments in the same time (might be one, two , three)
