When I hover the mouse above the issue type icon, it shows change issue type.
However when I select it, I can only see the same issue type as an option.
All issues in this project are on the same workflow, and the issue type field is configured to show on this page.
Why is the only option to change to the same issue type? What else am I missing to convert this?
I know that I can just use the 'Move' function, but I'd like to know how to configure the other way, which I've seen in jira's own KB is a possibility.

You can change the issue type through the issue type icon only between types that are at the same hierarchical level and use the same workflow, I believe.
I don't think that's definitive though? I have a custom issue type, Milestone, at the same level as Task with the same workflow as Task.
I can use Change Issue Type to move from Task to Milestone but I can't use it to change from Milestone to Task.
This is on Jira Cloud Premium.

But what is weird is I can go Task -> Milestone but not Milestone -> Task.

That was it! Thank you so much. Milestone Screen did not have Issue Type while Task Screen did. Lesson learned - always include Issue Type in the screen.
