My org uses Jira for project management. Sometimes we have draft plans and we want to start creating issues and assigning them to different stakeholders so we can then review them together. However, when we do this, it sometimes causes our stakeholders to panic because they think the assignments are already set despite being reassured that they're not.
Is there a way to create a project/plan in some kind of test environment where we can also assign issues to stakeholders without them being alerted to it until we are ready to unveil the draft plan?
I considered creating dummy users as an alternative but that would take up additional licenses from what I read.
Hi @Arlene.Amaya and welcome to the community!. Yes this is possible. You just want to create/assign the project to a custom notification scheme that doesn't send email alerts to assignees.
Thank you! Will it also hide the issues when they search what issues are assigned to their name? I should've mentioned that the stakeholders have access to the platform and can see issues they are subscribed to.

You would just need to create a custom permissions scheme that is locked down appropriately. The key is to remove users from the Browse Project permission. This would remove their ability to view anything about the project.
Just make sure they still retain Assignable User permission so you can continue to add them as assignees.

You could also make use of Plans (Advanced Roadmaps ) and create a Scenario - this scenario can have additional tickets created and assigned and will stay in this Scenario Plan. Only if committed to JIRA will they be created in your JIRA backlogs and boards and will the users be notified of the tickets.
