Can Jira Cloud be linked to Confluence Data Centre?

I note that in

it says that Jira Data Centre can be linked to Confluence Cloud, but not the other way around.

You will need to allow inbound internet access to your Confluence instance from the list of Cloud IP addresses. Those are /28 netblocks and the list amounts to 224 IP addresses. Your InfoSec team may not be very excited about allowing a large list like this in to your network.  Assuming you have network access, you just create an Application Link as you would to Jira Data Center, though.
