When doing a release every time our team needs to write Release notes from scratch. it takes lot of time.
is it possible that release notes can be populated with the default template for a project?
it will save lot of time and bring standardization.

What do you want in your release notes information?
If you want something with lots of formatting/markup, you may want to investigate the marketplace and purchase an addon.
If an email (or Slack/Teams message) would be sufficient to list the released issues, consider writing an automation rule to send this report triggered on Version Released. Please take a look at these documentation and example rule sources to learn more about that approach:

Apart from the released issue, We would like to populate additional information which is stored in the Custom field in Issue.

That is a possibility only on Server/DC variants of Jira. It is done via modifying the underlying velocity templates(read more here). But that is not an option on cloud. So the bottom line is - you cannot have customised release notes documents out of the box from Jira's functionality.
If you are open to using an app, you will find a few on the Atlassian marketplace. Our app Automated release notes for Jira lets you do automate the entire cycle - from generating a standardised release notes document to distributing it via various channels. If you are ok with copy/pasting the release notes rather than automating the entire process - definitely look at the free version of ARN.

I read that the free version is limited to 5 execution per month so for us, it may not work.

@aagrawal that is right. You can use the 'preview' function to generate release notes manually in email, html etc formats and copy them to be used somewhere else. There is no limit on number of previews in the free version.
This is almost similar to what you might be doing with the default release notes feature in Jira.
