Can We change the Title "Create Issue", "Edit Issue" to Create Request, Edit Request

At the moment we are working on a project where we using JIRA with an Insight Add-on.

The current function of JIRA is when we click on the button create or access the page directly  a form is presented , but the main title is Create Issue. We would like to Change this to Create Request.

Is there a way to make the change with out affecting other projects

the only place these standard texts can be changed is by amending the i18n jars for your server. This will apply to the whole instance and would end to be re-patched on every upgrade.
