Can a user have limited JIRA admin permissions?

Is it possible to have a Project Admin that can maintain Groups, membership and even add user account ONLY.

Out of the box: No

But you could solve it with a plugin like User Management by Project Administrator

Thanks Dave. We have attempted to use the "user management by Project Admin" , however, we did find it unstable. we noticed that we were forced to log in to the tool after EVERY interaction, literally being logged out then having to log back in to get to the next step in the process of change.
