Can an issue link be required when creating a new issue?

I want to require a specific type of issue link be assigned every time a new issue of a certain type is created. 

For example, I want to require all Spikes have a "Relates to" link to a user story. 

Is this possible with Jira Cloud? (I also have Jira Advanced Roadmap if that helps).

So that's for custom fields. But I don't think you can have issue linking as a custom field it's a separate type of option. Am I missing something?

not sure if the link can be created automatically but you can make it a required field I believe so it cannot be saved as a Spike until a link is made.  I have seen it done but ScriptRunner might have been utilized.
