Can an unlicensed JIRA user receive Filter subscription email?

I have a filter field at JIRA Cloud and I wanted to send this as a weekly update to different managers. Will they be able to receive this under "Subscription" if they don't have JIRA license?

Short answer: no

Some work-arounds to still do this automatically are:

• Subscribe to the email yourself, and create an email rule to automatically forward it to the other people
• Build an automation rule to create the report, and send the email to them directly
• Investigate marketplace apps which add this feature
