How i can configure a custom field with Double Drop down values,

please look into the attached snap shot the Program list field contains double drop downs please let me know how to configure like this

From the above attachment you can see the Program List field in that i selected a drop down value called "Residuals " now i want to add a value called RSID835 to the Residuals .i want to select the value from the Program list >Residuals>RSID835

Yes, you can edit them.

You may break saved filters that use the options, but your users will be told what is wrong and will be able to edit them to fix them

while we press edit option value any chance to loss the previous value please let me know,why because i don't want to loose the Previous values

I don't think I understand your question, but if you edit an option, you change it.  That's what the edit is for.
