Basically yes, you can. If you see the time tracking section on the right of the issue screen you can click on the "plus" sign and this will open you the same popup like when going to "More > Log Work"

Of course the Time Tracking field need to be added to View screen

It will only appear later for us...

If you have "log work" permissions then you will see the option under "More-> Log work".

If you use the plugin "tempo" then you do get the button to log work on the issue view screen
