I restored data from JIRA cloud and now I can't see license page as well as I am unable to change base URL.
This might be issue with user privileges because even if I am able to access admin area I am not able to see anymore banner that says "Temp admin access..."
What can be the issue.
On Applications tab I can't see license page and on system tab I see base url but if I click edit base url is not there to edit but other fields are.

Which user account are you logged in as, your own or sysadmin?
Upon restoring from Cloud to Server, to gain JIRA System Administrators global permission so that you can modify those settings, you need to log in with username/password as sysadmin.

Sorry for not being clear.
For the default sysadmin account, both username and password are sysadmin. Once logged in, please change the password for security reasons.
