Can't able to add behaviors in scriptrunner

Could you please specify what you are not able to do with behaviours?

It's not letting me to create a new Behavior...

"it's not letting me" does not tell us what is wrong. 

Can you not type in one or both boxes?  Add is non-responsive or goes grey?  Clicking it gives you an error?  What is the error?

Could you please provide a full screen shot of your page. Similar to the below.

Do you see anything under the 'Name' section? You'll need to add the behaviour THEN edit the behaviour. 

You could also use the 'Built-In Script' (View Server Log Files) to view if there are any backend errors.

Try to add the beahviour again then run the 'View Server Log Files' and try to pin point anything that might be related to an Error for the behaviour.
