Several months ago, I created a new Atlassian account and had setup a new site https://andrefortier.atlassian.net/
I'm going through a training course now and I can't seem to get access to the Jira software where you can create a Kanban, Scrum or Bug tracking instance.
I received an email 'Andre Fortier has requested to join Jira Service Management' and there's a link Request access. When I click that link, I get an error 'something went wrong. Please try again later.'. I tried later and same thing.
How do I resolve this?

I took a closer look at that site from within our internal tools, it appears that it was created with a single user account that is very similar to yours used here in Community, but is technically a different email account. This explains why you do not have access there, as this is technically a different user account.
I can't give you exact details, but suffice to say the email domain of that other account has the end string of 'pmp' in the domain name itself. I expect that is likely a different user account you have, and will need to use to sign into that site.

Ok, thanks. Makes sense, I would have used a different Email address so it wasn't obvious to me as to what was going on. I'll see if I can login using that EMail address and delete the board, then I can recreate the same site using my other Email address.
