I have a project that has an open permission scheme, but an optional "restricted" security level that only allows the following users to view the issue when escalated:
However, once I escalate the issue to the "restricted" security level, I can no longer add users to the "my Watchers" custom field to allow them access to the ticket. Is this a permission I am missing or how do you add users to the "restricted" security level once it is escalated? I get the following error when I try to add them:
"Users do not have permission to browse project", but the permission scheme for the projects is open to allow everyone to browse.

You would need the user to have the permission to visualize the issues in this Security Level, for them to be available to be added. Otherwise, they won't be able to visualize the issues and you to add them.
What do you mean by "permission to visualize the issues in the security level"? I have granted the custom user field "My watchers" as having the permission to view issues within this security level, but I cannot add additional users to this field once it has been escalated to confidential.

It sounds like you have yourself in somewhat of a loop. You can't add a person to My Watcher because they are not in the Security Level. And the Security Level is granted to My Watchers. But the issue seems that the person is not already in the My Watchers so they can't be added to the My Watcher.
I usually assign Security Level privileges to a Group under the User Management admin section of JIRA. Then if you add them to the Group, they are available to be added to My Watchers.

Thanks John, but that seems to require an admin to add those users to that group rather than allowing the creator or project admin to make these changes on the fly. Is there not a way to allow the reporter to manage this for their own ticket?
