Can't authorize Microsoft Teams for Jira Server

I installed "Microsoft Teams for Jira Server" app in Jira server

I followed guide and try connect jira server app in Teams app

but I cannot Authorize step and show this message

Please check if (Jira ID) is valid Jira unique ID and Jira Server for Microsoft Teams app for your organization is installed.
