Can't create subtasks for a story

I have a Kanban board setup, epics, and stories. I want to add subtasks to stories, but there are no options in the three dot menus for the story card.

Subtasks are enabled.

Subtasks do not show up in the issue types of the project settings. Any ideas on how I can fix it?

To create sub tasks they will need to be in the project issue type scheme
