1. We have one SCRUM project and 2 boards - SCRUM board and KANBAN board.
2. Question is: can we have the same ranking, ordering both in SCRUM and KANBAN board, so that if something is changed in ranking in Epics level, then tasks under those Epics in SCRUM backlog are reranked accordingly?
It all depends on your board's filter. If you use the same "Rank" field in both the boards, they should be ordered the same. Ranks are relative and are saved on the issue level.
So changes in Epic rank cannot be reflected to tasks associated with Epic?
Example: Epic1 has 2 tasks associated with it (TASK-1; TASK-2). Epic2 has 1 task (TASK-3). Can we set TASK-3 as top priority in SCRUM board by moving Epic2 as most important in Kanban board?

Nope. Epic ranking doesn't affect the Task ranking. When it comes to ranking, they are treated as individual issues.
You will have to write an add-on or something to do that but I would advise against it as I am sure you will come across scenarios where priority will change across Epics.

We still need ability to re-sort list of stories, by the rank of their epics.
There may be priority changes across epics, but that is rare (at least in my project). So being able to sort will save HOURS of manual dragging-dropping stories to realign with shifting epics...
