Can we restrict who can create Atlassian Team

Hello Atlassian gurus. A quick question... Is there a way to restrict who can create Atlassian Teams? That's the teams that you can access/view by clicking on the "People" button on the same bar with your "Create" button. I'd greatly appreciate your assistance. Thank you.

@Coley Anderson Thank you, but having by invitation teams only doesn't solve my problem - I want to be able to fully control creation of Teams. The merger of Atlassian Teams with Advanced Road Map Teams presents a benefit but also causes a lot of problems to our environment, as we did a lot of custom things to compensate for the shortcomings of the "Team" field.

@Gregory Kremer  I am assuming the "and more controls for team membership" will include things like you mentioned. Maybe piggyback and comment directly on that article to the Atlassian team member that made that statement. They should be able to go into more details on what those controls will potentially look like for you!
