Are you referring to the Summary view that is available in Jira Cloud?
If so, the answer is no, that feature is not available in Jira Data Center.

No - I'm not referring to Jira Cloud. Thanks for clarifying this feature isn't available in Jira Data Center.
Can you provide a screen image of the Summary to which you are referring?
Looking at a DC instance I see a Summary option in the navigation panel in Business projects. Is that it?
