My developer has a user story he creates frequently that has two subtasks under it. Right now, he has to recreate the task/subtasks each time. He is wondering if he can create a template for it? He could just clone a story he first created right?

You can try Easy Templates for Jira Issues add-on: https://marketplace.atlassian.com/apps/1219112/easy-templates-for-jira-issues
It will allow you and your developer create template with subtasks which may be autopopulated during new issue creation.

where is the free version of this? Templates are an out-of-the-box feature in every other project management tool on the market, including the free ones.

I think this is the best idea without needing extra plugins.
After creating the issue types, an automation rule can create automaticly the subtasks and other actions you want.
