I would like to be able to have a burn-up chart report that shows the progress across the entire backlog rather than just for 1 sprint. Does anyone know if this is possible?

Getting charts based on metrics across sprints or program backlogs which are further divided into project backlogs is not something which is provided out of box in JIRA. You can use reporting plugins like Dataplane or eazyBI for this purpose. I use dataplane currently. In eazyBI you can create burn-down and burn-up charts for one or several Sprints or Epics or other points of view as well.
You may take a look at eazyBI demo account where are some examples of burn-down charts for an epic in several Sprints, and for a single Sprint. Of course, you are not limited to those examples and may create custom reports which suit best to your business case.

I am just curious, why would you like to see progress across the entire backlog if backlog actually has no progress. Only tasks in sprints have progress.

I want to be able to track progress over the whole backlog of story points completed so far vs story points still to be worked on. This, together with the team's velocity, will give me a good indication of our projected completion date.
