Hi Prajwal,

You will need a Premium Subscription for Jira in order to build out a hierarchy above Epic.

this has been ask a number of times before, please refer to jira level above epic - Google Suche

Basically, it is possible, but requires an additional app / product. Key resource from Atlassian is JIRA Software: Hierarchy | Evaluator Resources | Atlassian Documentation what points to the "portfolio" app.

Just to detail the mention of "portfolio": it's been renamed Advanced Roadmaps, and as @John Funk mentioned, it's included if you have a Premium Subscription.
