Cannot add transition to workflow scheme

I'm currently using Jira Cloud. I'm having difficulty in understand how to properly add transitions to a workflow scheme. I can add new Status items. But when I try to create a new transition I get this error:

You cannot perform this operation on a draft workflow.

I've looked at some answers to this question and the documentation. It seems to state that you cannot do this to an active workflow scheme. I made a copy of my scheme. This copy shows up in the Inactive list. However when I open it, it still indicates it's "shared" with 1 project. And of course I cannot create a transition. 

 

Note that under the Projects header in the Inactive list, there is no associated project. So it isn't clear to me just how it is still linked to a project. I've attached an image to illustrate what I mean.Screen Shot 2019-04-07 at 1.07.50 PM.png

You need to edit it in draft form. Make a copy of the current workflow. Then scroll down in the edit workflows to the inactive and expand. find your workflow edit it save it. Now make that new workflow associated to the issue types that you’re interested in.

Jack, thanks for the reply. Sorry if I'm being dense. What do you by "make a copy". The reason I am asking is I have made a copy. 

I did it using this link (the Copy)

I am also editing the inactive copy. The problem I have is I can add new statuses, but it won't let me create new transitions. 

You'll also notice that in my attached image above, the copy is in the Inactive list.

Or perhaps I have misunderstood what you meant?

Ok so you are sure you are editing the “inactive” copy and on the active one? You should be able to add a transition to the inactive. 

Just to be sure here.

open the active and “discard draft”

go to the inactive and click edit. Rename and try to add transition.

I took a closer look as you suggested. It seems that any copy I make still uses/is linked to the Workflow and I do not know how to decouple them.  Or at least the fine UI/UX doesn't make it obvious (to me) how to do so.

Okay ... update. I think I figured this out. And I would say at least for me it is very non-intuitive. Also note, you stated it correctly I misread based on no doubt tunnel vision on my side.

I had been copying the Workflow Scheme not the Workflow. Although I will cite one other confusing aspect is that for the newer scheme I created, there are listed Inactive Workflows created. But not associated with the copied scheme. This behavior seems broken as it seems like if a new workflow as created, it should assign it to the copied scheme. Else why was that new workflow created?

Example. You can see the "Assigned Schemes" are associated with the original scheme's workflow I copied (note I used Copy in Workflow Scheme). You can see in Inactive the workflows were created, but there are no assigned schemes.
