We cannot add user to project via people tab - adding group wokrs fine. When we begin typing name of user I get alert: 'No Matches' and 'The value ### is invalig'.
When correct or incorrect user name is specified and button Update is pressed, field for username is cleared.

If it's the global permission it's under users-->global permissions
Ability to log in to JIRA. They are a 'user'. Any new users created will automatically join these groups, unless those groups have JIRA System Administrators or JIRA Administrators permissions.

This issue was resolved by Atlassian Support. The cause was that the users experiencing the issue didn't have the "Browse Users" Global Permission following an upgrade to v4.4.4, so in the event that you are also experiencing this issue then please check the Global Permissions configuration in your instance.

Maybe there is a problem with reindexation. You could try reindexing in the system section, advance item, reindex tab. Note that it will stop the jira service for a few seconds.
