Cannot configure Plans

I have the global permission for Browse Users, the group I am in has jira admin privileges and that group has been added to the Advanced Roadmap Administrator section but when I access configure the side menu located on the left are displaying but I cannot configure any of those options for example Issue source - the screen is blank....

Please re-check these Permissions in Advanced Roadmaps.

WE work classified so to get any info out is not easy.  I did ask him to recheck his group permission setup in Advanced Roadmaps.  I also advised him to remove all the groups and just add Jira Administrator for Advanced Roadmap Administrative privileges', but the configure page is still blank.  Is there anything that could cause this behavior?
