When creating a new task, we cannot create a link to a task - particularly within the same Epic, that is marked as Done. This is a particular problem given the standard Jira workflow. Tasks within the same Sprint and same Epic should be allowed to be linked together even if one of the tasks is Done within the same Sprint that has not been completed. This ensures that our Project Management group can see the dependencies between tasks and keep our project plans properly coordinated with Jira.

We can accept a reasonable limit not to link to Stories that are in closed Sprints, but Open Sprints are still subject to change and should not have this restriction.
My guess would be that the workflow behind your stories has "do not allow edit" set on the "done" status. This prevents you from making changes, including links, to an issue when it reaches that status.

Edit the workflow, look for the workflow status property on the status (not the transitions, this is a status property) and simply remove it or blank it out. Save and publish the workflow.

Ok, go to the project (that the issue you are trying to link TO is in, just in case it's not in the current project) and look to the bottom left.
Do you see "You're in a company managed project" or "team managed project" there?
