I'm facing an issue when T try to modify an existing workflow in Jira.
I'm logging in as jira administrator.
I choose the Project with the workflow I need to modify and choose the workflow.
When I add a new step (e.g "to Do") here:
I get:
In this workflow all steps follow the same transitions. New step automatically has the same transitions. Plus, when I try to edit the transition, I get:

I have added a validator to the transition: Open -> Blocked:

When I execute the transition I get the error:
Comment is required.
It seems that you have tried to perform an illegal workflow operation.

I don't understand. You want to not tell the user why they can't do something? That's never something i'd recommend! But I think I don't understand the question.

Maybe my request wasn't clear.
Here is what I need:
When I move from open to blocked, I need a window to pop-up (the last picture I sent) that asks for a comment.
Now, when I try to execute this transition i get this error message:
"Comment is required.
It seems that you have tried to perform an illegal workflow operation.
If you think this message is wrong, please contact your JIRA administrators."

Ok, from my standard copy-and-paste for transition validator and screen:
In your question, you've stated the first line applies, and I now understand it properly. Thank you for clearing it up for me, I was struggling (think I was having a bad day).
It's the second one we should fix here. Go to Admin -> Issues -> Screens and add a new screen. You don't need to put any fields on it at all, although to match your screenshot, you should add "Assignee". Give it a name like "assign and comment"
Now edit the workflow, find the transition and add the screen to it!

In order to make your changes you'll need to create a copy of the workflow you want to edit first. You can them make the amends and make this new workflow active and delete the old one. When you make the new workflow active you can map tickets to/from and new/old statuses.
There isn't any other workaround that I'm aware of. I've seen some discussion about this in the past (although I can't find it to link you to it unfortunately).

The other transitions are listed in italics in the text view of the workflow because they are shared transitions.
That type of transition can only be edited from the diagram view of the workflow (or the raw xml)

Actually, only line 1 in the second screenshot is different. On most transitions you need the 5 standard post-functions that the system adds for you (the exception is "create") - set status, comment, history, re-index, fire event.
To add the resolution function on the first line, go back to "edit" mode for the workflow and then back to the list of post-functions. Look to the right of the "the following will be processed", and hover the cursor, an icon for "add post-function" should appear.
