In old Jira layout When i open an issue preview I don't see custom fields that is assigned to the screen. By opening board settings > Issue Details View I can add those fields but it works only for me and other Jira Administrators - not for users

I can confirm to you there is no kind of restrictions that would block non-admin users to see the default JIRA fields in the Issue details view.
That been said, I believe your view is someway different from the users you are mentioning or the fields are related to plugins, containing its own permissions.
Could you please provide us two screenshots displaying how the detail view is being displayed for the users and how it's displayed for you in the same story/issue?
Additionally, can you let me know if there are any differences between your browsers and which fields are reproducing this problem?

Hi Petterson. Thanks for response. This is how it look on "backlog" screen on my account (admin)
Fields that I want to display are:
On single issue view, the fields are visible.
Here is the view showed up to regular user:
