Are you working with a board for a Team Managed project or a Company Managed project? It will say which it is at the bottom of the navigation pane on the left.
The options your can access to configure a board are based on the above, and your access.
If you are working with a board for a Team Managed project there is not a Swimlanes option in the board settings. Instead you would use the Group By option that you see while you are viewing cards on the board. For a Team Managed project the options available for Group By (a.k.a. Swimlanes) are limited and Reporters is not one of the options.
