For some additional context, the Notification scheme of a project is what determines who gets an email and when, outside "watching" issues individually.
Based on the case you described, I'd recommend making sure that there's a Role in the project that contains you and/or the other people that should be getting an email when a new issue is created in that project. While working with the notification scheme, you'll want to add that role to the Issue created event.
Using a project role for this is more flexible than adding yourself as a single user directly to the notification scheme, as you can change the people in a role fairly easily without having to change other parts of the project.

Hi Linda,
as far as I know, you need to explicitly watch an issue by clicking the "Start watching this issue" link on the right hand side in the issuedetails view.
There is just an "Autowatch own issue" setting under Cog Icon > System > Default user preferences. By default the project lead or project component lead is added to the list of watchers when the issue is created (apart from the creator).
