I have an user where I would like to change Email address. So that all his work will be transferred to new Email and would like to login using the new Email. What I did was I was not sure that the user has old account and activated the new one. Is there way we can add the new Email for old account?
They should be able to navigate to https://id.atlassian.com/manage-profile/email to change their own email address.
You can also recommend to a user an email change. Navigate to "Jira Settings">"User Management". Search for the username in question and click on "Show details". From there you can "Suggest changes" to the user which they can accept.

Is the account you are trying to switch to an active account? As in do they currently use it for access to other cloud environments, ect? Or was it just created? If it was just created, I believe you should be able to change the email on that account OR just delete it.
This would only be a solution if the account you want to switch to does not have history you want to keep.
