When processing some issues I need a to give the user a window to choose, from some specified list of users to whom the issue should be assigned to in a certain transition, Another way to say it is that I want to send an issue to a specific choosable user.
I think there should be a smooth way to do so. Maybe an add-on. Would be glad if you help me.

You can add a transition screen in the transition. And add the field "Assignee" in the transition screen. This way, when someone make an transition they can choose the assignee and hence to whom the issue be assigned at the end of the transition.

Your Correct One of the Plugin is there "jsu-automation-suite-for-jira-workflows(JSU)"
Using this plugin U will Apply in Workflow transition Where u want change the user in that transition u will apply the post function and condition
