if the user choose "other" value, the user must fill another field (free text field, to decribe the Other value)
For that to happen, you have to have an application, like JMWE, JWT, JSU or scriptrunner, which allow conditional validators on field. This mean that you can add a PF that "Others (Impact To)" field is required ONLY WHEN the "others" selection is selected.
