This is a request to update my Jira Project so that whenever the following transitions for a ticket are performed, that a dialogue/comment prompt appears requiring the user to add a comment.
Can an option also be added that enables only an admin or super user special transition options that are not visible to others? For example, allow only an admin to transition tickets from Done into Review.
Please answer all my questions in details? thank you!

Both of the items you mention are possible to accomplish.
Prompting for a Comment during a transition would be accomplished by:
1. Creating a screen that has the comment field.
2. Attaching that screen to each Transition in the Workflow for each Issue Type (in the Workflow Scheme used by the project where the change is needed).
The above can be done by a Jira Administrator for your instance.

Limiting who can execute a transition can be done by adding a Condition to the Transition. This would also be done, as above, by a Jira Administrator for your instance.
