Comment Visibility as default

Can we restrict comment visibility by default?

Welcome to the Atlassian Community!!

By default, Administrators can view all the comments on the jira issues. 

As per my knowledge, there is no way to stop the users to view the comments on the issues specific user groups because if the user has the permission to view the jira issues in the project then they can see the comments.

Can you check and let me know, if you have  enable the view option in the settings:
Go to System --> General Configuration and enable the Comment Visibility property to Groups & Project Role.

This feature is not yet available in the JIRA Cloud. There is the Suggestions issue opened by the Atlassian developer and currently it is in the gathering status. 

You can access the issue and give your valuable vote.
