When I was creating an Atlassian site, it took a long time and pop an error message as below.

I tried different browsers.

I have seen a number of recent reports of user being unable to complete a cloud sign up form. That form has a google recaptcha element that must appear on it, in order for this to work. It appears that your network connection might be originating from within mainland China. If that is true, then you should know that the great China firewall has been known to prevent that captcha from appearing on the page as it should.
For most users, the solution tends to be to temporarily use a VPN in order to complete the signup. If the VPN host is located within a different country, it could then allow the captcha element to be displayed correctly on the page.

There are a couple of Atlassian support members here, but it would be best if you would contact Support team via their service desk. Also, you can share this issue ID with them.
As community questions are mostly answered by other community members, we do not have the appropriate resources to debug this or make additional analysis.
In case you do not have a paid Atlassian product (in order to raise a ticket), we could reach out to the Community Support team to maybe take a look at this.
