Create Component button missing

Org and Site Admin with Administer projects and edit issues permissions. The Create Component button is missing from the Components screen. Anyone seen this before?

@George Brand , indeed there is a regression associated with creating components. I have seen quite a few posts on this already. With that said it can't hurt if you were to open a support ticket with the Atlassian.
