I have configured IMAP mail server and also created Mail Handler, but Email functionality is not working.

What type of Email Id needs to be used? Shared EMail Id(No password) or dedicated Email Id?

Email needs to have an inbox where Jira's mail handler can look for the emails.
In your setting try change bulk to "Accept.."

I can see all the EMails in the Inbox. I tried to change bulk to Accept, but still it is not working.
