Has anyone had luck using the chart macro with a jira filter and specific columns in the table to make a chart out of it? Specifically utilizing group bys.

If you are talking about Confluence and creating charts based on the Jira Issues macro, we can suggest trying the app that we develop - Table Filter, Charts & Spreadsheets for Confluence.
You may wrap your Jira Issues macro in the Pivot Table macro and group your issues as you wish. Then you may use the Chart from Table macro and visualize the result.

I am looking to create a grid that has each week as columns, each Team (in Jira) as rows, and estimated timer remaining as a value. Don't know if that helps.

There is no Group By function in JQL. The only way I can see this being accomplished without looking for a specific app that supplies this (don't know if one exists), would be to create a custom field containing the first day of the week (JQL "startOfWeek()"). You can then use the two dimensional filter statistics field to display them (not sure this will achieve the view you desire).
Let me know if this works or at least gets you closer to your goal.
