Custom field is visible only if it get selected

HI Community,

while creating an issue , I have a field name called " State " (single list single choice type) if we select any one option it is visible in edit screen, if we didnt select any option it is not visible in edit screen.

create , edit and view three are using same screen.

Ideally the point is, it has to be visible in edit screen without selecting while creating ticket.

How can we accomplish this, thanks in advance!!!

Jira hides empty fields to try to avoid cluttering the display.  There's no way to change this in company-managed projects, you'll need people to put stuff into the field if you always want it to be displayed (try making it mandatory in the field configuration, that will force them do put something in)
