Custom field not present issue screen

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I just created a new custom field: "Responsible Dev", apply it to screen, and field configuration set successfully, I can get it from issue layout, and search from "Where is my field", but still not present on the issue dialog.
