How can i change this notification tip or create my custom tip on any screen?

Hi there,

This is the workflow descriptor from the database so it's not possible to edit this without modifying the database directly.

A few users were able to come up with a workaround below using Jira Toolkit plugin:

• JIRA resolve issue info message / add an info message to a custom screen
