If you are using any Order By in the JQl that is use in the board, and anyone is using the same board, they should see the issues in the same order.

You have to edit your board configuration and edit the filter the board is based on by adding Orby By Rank for instance in your filter.

Despite the date of the release of the documentation it's the most updated one. Unless you are on Cloud and not Server.

The docs @Florian Bonniec has linked to are for the latest version of server, and the Cloud version is pretty much the same.
You need to edit the board filter, putting the order in there. You can get to the filter quickly by clicking "board settings" and looking at the general tab (which is the default). The clause is at the end of the filter and is usually going to be "order by rank", because ranking is important to Agile processes, and if you order by anything else, you can't rank your backlogs.
Some project types automatically have their own boards built in. You can not change the filters they are using (it's always "project = xyz order by rank")
