The Dashboards that I am referring to (https://www.atlassian.com/blog/jira-software/7-steps-to-a-beautiful-and-useful-agile-dashboard) has appealing format. Looks clean and professional. But when I add a gadget to the Dashboard, the format is very basic and actually looks like its not even formatted. Is there a place where I should be applying the format?
I see the Layout options and that's not giving me the result.
The page you are referring to has screenshots from Jira Server, where from the tags on this question it seems you are on Jira Cloud.
The look and feel of server and cloud may differ.
Normally the dashboard gadgets come as they are. Even though many gadgets can be tweaked around what information they show, usually the appearance is not something you can adjust.
So just to make sure if there is no underlying problem, it may be a good idea to share a screenshot of your dashboard. Thus we can tell if what you see is what you may expect or not.

The gadgets look like "normal" cloud gadgets. I don't see anything unusual there.
You can indeed edit the gadget title. If you click the 3 dots at the top right, there's a rename option:
