I am sharing a dashboard to a project role.
Users in that role are able to see dashboard in manage dashboard list but when they click on dashboard they got message you don't have permission to access his dashboard.
Any suggestion?

If they are getting the access related errors then please check those users belong to that particular project role or is that you have been selected/sharted dashboard to that project role only.

I can check but if the filters are not shared? would it stop dashboard from accessing as well?

Yes Dashboard is shared with project role and user belongs to that project user role.
For testing i have created an EMPTY dashboard still got same error.
It is bit strange as it is working on other instance of JIRA.

Re-create a dashboard, reference the new filter, and try to see if these users are accessible
If it still doesn't work, try creating a new group for these users and assign access to this group.
